DTCC Opens $30T Tokenization Service, Stellar Joins in 2027

DTCC Opens Its Tokenization Service

DTCC will open commercial access to its Tokenization Service at the end of October. The post-trade giant says the service covers a $30 trillion pool of assets, about a quarter of funds held at its DTC central securities depository. The plan follows a closed July pilot with more than 30 Wall Street institutions and an October 16 report that lays out a strict first phase.

That first phase is small by design. It starts with 25 liquid instruments: U.S. Treasuries, major ETFs and large-cap stocks from the Russell 1000. The tokens are pegged 1:1 to the underlying securities. They keep their CUSIP codes and legal rights, while DTC remains the owner of the official registry. For investors, the basic protection does not change.

Why Stellar Is Not in the First Wave

The first wave of liquidity will run on closed systems. DTCC is using the Canton Network and its own private environment based on Hyperledger Besu. That choice reflects a simple concern: large capital is not ready to move on open ledgers. Stellar is not being let into this market yet. Under the approved plan, public blockchains wait. Stellar is confirmed as a 2027 launch partner, and the Stellar Development Foundation says the schedule has not changed. It will join with Circle’s Arc solution and use SEP-41 tokens to transfer assets.

That wait may frustrate some XLM holders. But it is not a surprise. Public-network integration was originally planned for the first half of 2027. Maybe the market expected an earlier entry. The DTCC plan does not offer one.

What Investors Get, and What Changes Later

Converting traditional securities into tokens will take no more than 15 minutes through a UI or API. There is a catch: this can only be done during East Coast business hours, from 2:00 to 18:00 ET. Inside the system, institutional players can move digitized assets between wallets around the clock. That split matters. It keeps the on-ramp controlled while allowing faster movement once assets are on the platform.

By the time Stellar joins, DTCC says it plans to expand the list of available securities, add support for corporate actions and launch on-chain collateral settlements via digital cash. Those are big tasks. The first phase will show whether the private-network model can handle real volume. Stellar’s role will come later, but the 2027 date is now the clearest part of the timeline.
